Pres. Coenen called meeting to order at 7:00 PM. Pledge of Allegiance recited. Council members present at roll call: Coenen, Clark, Boelke, Adair, Barzyk, and Stirrett. Absent: Shall. Also present: Clerk Poulos, Treasurer Porter, Gaylene Barker, Dave Clor, James Barzyk, Kathy Markel, Kathleen Proctor, Laurie Parise, Frank Parise, Sharon Verlinde, Kim Richter, Bob Richter, Kevin Grand, and Stacy Sobotka.
COUNCIL ACTION: Unanimously approved Agenda as presented. Heard and/or received; the F & V Report and the Police Action Report for December, 2024, the Planning Commission 2025 Agenda and 2025 Meeting Dates, the Planning Commission 2024 Year in Review, the Planning Commission Meeting Minutes of 11/18/24 and verbal reports from the Water, Sewer, Police Commissioners and the Street Administrator. Unanimously Approved the Consent Agenda as presented: RCM Minutes of 01/13/25 approved as presented and Payment of Bills totaling $77,124.39 as presented. Discussed the Chicken Ordinance. Unanimously Approved: to approve the budget amendment for the Municipal Street Fund – increase transfer to Local Street Fund – in the amount of $20,000.00 as presented which brings the total estimated fund balance for the Municipal Street Fund from $121,416.74 to $101,416.74; to approve the budget amendments for the Local Street Fund – increase transfer from Municipal Street Fund – in the amount of $20,000.00 as presented and increase Professional Services Engineering in the amount of $20,000.00 which doesn’t change the total estimated fund balance of the Local Street Fund; to approve the proposed fiscal year 2025/2026 budget for the Downtown Development Authority Fund following the same expenditure restrictions as in the past; to allow Trustee Boelke to pursue sign replacement and to bring plans and costs back to Council for approval in the not to exceed amount of $10,000.00; to set the Public Hearing date for approval of the 2025/2026 Fiscal Year Budget for March 24, 2025 at 7:00 pm; to adopt the Resolution Calling Annual Public Hearing on Special Assessment Roll for Armada Village Police Special Assessment District on March 10, 2025, at 7:00 pm.
